Our heroine is a magic suffragist-equivalent who gets tangled up in the schemes of an ex-government wizard, discovers how many things are lies, uses him for her own schemes, finds out why certain spells are forbidden, has severe conflicts with the suffragist group her sister leads, etc. She is only beginning to put her own plan into action by the end of this first book, but there are at least two more.
